Why B3

cf-pr-preview-action already exists and solves a real, narrow pain. That is the wedge.
PR previews are the most-loved feature of Vercel and Netlify, and Cloudflare-first teams lack a great one.
Small surface, sharp value. A good fit for a two-person team that ships fast.

Why now

More teams are choosing Cloudflare Pages and Workers to escape per-seat and bandwidth pricing, but they give up the preview-and-deploy polish they had elsewhere. That regret is a market.

What it could be

Managed, zero-config PR previews with comment bots and environment URLs.
Deploy gates, rollbacks, and preview-to-production promotion.
Preview analytics and per-branch secrets management.
A GitHub App, so adoption is one install, not a YAML slog.

Open questions before it is real

Is preview tooling a product or a feature Cloudflare will absorb into Pages?
Will teams pay for previews alone, or only as part of a broader CI platform?
How defensible is it once the action is open source and copyable?
What is the pricing anchor when the underlying compute is nearly free?

This is a proposal, not a plan. No research pass has run on it yet. To promote it to a full brief with a market read, competitor scan, and a verdict — the way Estate Ops was done — say the word and it moves up the board.
